HTA Network

HTA is an important part of evidence-based health decision making in most EU countries. To enhance cooperation between countries, the Commission has set up a permanent, voluntary HTA network in Europe. The network aims to facilitate efficient use of HTA resources in Europe, create a sustainable system of HTA knowledge sharing, promote good practice in HTA methods and processes.The Directorate-General for Health represents France in the HTA Network. HAS participates in support of the Directorate-General for Health in the work of the HTA Network.

HTAi (Health Technology Assessment International)

HTAi "Health Technology Assessment International" is a scientific and professional society for all those who produce or use health technology assessments. This structure brings together all stakeholders (researchers, assessment agencies, policy makers, manufacturers, health service providers, patient representatives) and all fields concerned (medicine, public health, economics, social sciences, health services research). It is an international network that seeks to neutrally and independently encourage collaboration and sharing of information and expertise. Since its founding in 2003, this network has grown quickly, with 59 countries represented on six continents. HTAi has signed agreements with the WHO, the International Network of Agencies for Health Technology Assessment (INAHTA) and an agreement is being signed with the iHEA (International Health Economics Association).

Dr F. Meyer (advisor to HAS’s Chair of the Board, in charge of international affairs) has been a member of the HTAi Board of Directors since 2011. (add link to the HTAi Board)

EUSAHN (European Science Advice Network for Health)

EUSANH is a network of national agencies and science advisory bodies on healthcare matters that focuses its work on scientific cooperation (information and expertise) with a unifying goal (establishment of transnational committees, transnational approval process for reports, coordination of work programmes).

HAS is a member of the EUSAHN network and was a member of the Scientific Council for the project EuSAHN–ISA (2009-2011) as part of the 7th Framework Programme for Research of the European Commission.

GIN (Guidelines International Network)

This network, founded in 2002, brings together 100 organisations in 48 countries. It supports and promotes the development of health guidelines, and their adaptation, distribution and implementation. The GIN International Library, regularly updated, lists more than 6500 guidelines and practical tools.

HAS was represented on the GIN board and regularly participates in the GIN annual meeting, the only international congress dedicated to good practice guidelines.

HAS is the chair of the Accelerated Guideline Development Working Group) and actively participated in the Evidence Tables Working Group (now the GIN Tech Working Group).

ISPOR (International Society for Pharmacoeconomics and Outcomes Research)

ISPOR (International Society for Pharmacoeconomics and Outcomes Research) is an international society represented in 92 countries that aims "to increase the cost-effectiveness, real-life efficacy, and fairness and appropriateness of the allocation of health care resources to improve health". HAS regularly participates in the ISPOR Annual Meeting.

ISQua (International Society for Quality in Healthcare)

HAS has been an institutional member of ISQua since 2005, in continuation of ANAES's participation since 1998. ISQua brings together representatives from nearly 80 countries.

ISQua annual conference

ISQua organises an annual conference, traditionally preceded by conferences on accreditation and indicators. This annual conference is an important event. It is the most widespread gathering in the field of care quality and safety. Furthermore, it brings together a large and diverse audience (participating countries, organisations).

ISQua - IAP

The ISQua International Accreditation Program (IAP) was created in 1994 by representatives of accreditation bodies that were grouped into a federation under the umbrella of ISQua. It is led by the IAP Council which is composed of 15 members. HAS has participated in it since 2000.

In addition to promoting exchanges between members and organising the annual pre-conference on accreditation, the IAP offers two accreditation programmes:

• Accreditation programme 1: This programme addresses the standards used by accreditation bodies to assess healthcare organisations. Particular attention must be paid, through six standards, to the means of developing and updating standards, rating, efficiency of organisations, risk management and quality improvement, taking into account the expectations and needs of patients.
• Accreditation programme 2: Through a site visit conducted by three experts, this programme assesses the organisation of the accreditation body on the following eight dimensions: governance, operational and financial management, risk management and quality improvement, human resources, information system, management of surveyors, management of certification visits, and decision-making.

HAS was involved in the revision of the IAP accreditation standards.

Since 2012, accreditation of the surveyor training programme has been grouped with accreditation of the organisation.

Assessments are conducted by peer members of organisations that are part of the federation. HAS members participate in these assessments.

EPSO (European Platform for Supervisory Organisations)

EPSO (European Platform for Supervisory Organisations) is a network for the exchange of information and good practices that brings together the official institutions involved in the assessment and control of the care quality. The Scandinavian countries and Belgium actively participate in EPSO and have been joined by Bulgaria, Estonia, France, Northern Ireland, Scotland, Wales, Germany, Hungary, Portugal, Lithuania and Slovenia.

HAS has been a member of the EPSO network since 2008. It participates in surveys and studies launched by EPSO, as well as the biannual meetings. The 2012 EPSO meeting was held at HAS.
