The French National Authority for Health (HAS) is an independent public scientific authority with an overall mission of contributing to the regulation of the healthcare system by improving health quality and efficiency.
In April 2018,HAS’s authority was expanded to include the missions of Anesm, the French National Agency for Social and Medico-Social Institutions and Services.
HAS’s authority was expanded to include the missions of Anesm, the National Agency for Social and Medico-Social Institutions and Services, thus enabling HAS to consider health in its social globality. Integration of the Anesm, back in April 2018, has resulted in a number of key changes with the creation of :
a dedicated social service department, known as Quality of Social Care Services ;
a dedicated Commission to guide HAS in the evaluation and recommendation of establishments and services pertaining to care for the elderly and disabled, child protection and social inclusion ;
a consultation committee bringing together stakeholders from these various sectors to stimulate exchange amongst health and social care professionals.
7-membered Board, including a chair ;
specialist committees, including three regulatory committees (transparency committee, public health and economic evaluation committee, national committee for evaluation of medical devices and health technologies) ;
services divided into three operating departments and a general secretariat, headed by the Chair of the Board and a managing director.
It has 400 employees and an active pool of 2500 external experts and healthcare professionals, including around 600 surveyors.
